Zain Wang 819dead533 build.sh: update rk_sign_tool usage ...

After commit (2de2cf1 tools: sign_tool: uploading) in rkbin,
new rk_sign_tool has different usage than before, and the
version information is not continuous because it used new
skeleton.
So update rk_sign_tool usage.
